This reminds me when I lived in a "blue state" and EVERYONE HAD to pay state income tax, regardless of how much [or rather how little] you earned. BUT I owed the state .23 cents and was required to write a check for that amount. My bank balked, but finally agreed to process it since it was for the government. The stamp cost more than my taxes!
